Mr. Theo Anderson is a highly specialized corrections expert with extensive knowledge of correctional facility operations, policies, and compliance standards. His background is replete with senior management level experience, education and operations, in both military and federal corrections facilities. He has over 20 years combined experience as a senior manager with the United States Department of Justice’s Office of the Federal Detention Trustee and United States Marshals Service (USMS) overseeing the nation’s third largest non-federal pretrial detention operations. He managed and monitored the conditions of confinement of approximately 63,000 pretrial prisoners held in both commercial private detention facilities in county jails across the contiguous 48 states, Alaska, Hawaii, Guam, Puerto Rico, and the U.S. Virgin Islands, daily related to care and custody. He was responsible for a complex and multilayered pretrial detention function required to ensure safe, secure, humane conditions of confinement, and the safeguarding of pretrial prisoners Constitutional Rights while held in pre-trial custody. He was directly responsible for preserving the integrity of the federal judicial process by overseeing all detention management matters related to custody and confinement for individuals remanded to USMS custody. The custody issues included safe, secure and humane custody, housing, medical care and transportation for federal prisoners throughout the United States and its territories. He has performed over 300 Quality Assurance Reviews, conducted significant incident investigations and over 100 after-action (suicide and escape) reviews.

As President of the Correctional Management and Communications Group, he draws upon 35 years of correctional experience and expertise from roles as a Corrections Officer to Chief of Police to Chief of the Office of Detention Standards and Compliance Training. He holds a Bachelor of Science in Sociology, a Master of Arts in Homeland Security, and an MBA from the University of Maryland. My credentials also include a Master of National Defense from the United States Naval War College and numerous certifications and accreditations in corrections and government procurement.
